人类社会正在经历一场以人工智能、大数据、云计算、物联网、区块链、5G等技术为引领的新一轮科技和产业革命,智慧城市、智慧社会、智慧国家乃至智慧地球的建设理念应运而生,并迅速发展成为一项全球性重大议题。图书馆亟需向智慧化转型,为社会提供更便捷高效、更具智慧化的信息与知识服务。国家图书馆是全国图书馆信息网络中心,曾经组织实施“国家数字图书馆工程”“数字图书馆推广工程”,推动了我国图书馆事业由传统向数字化转型。面对智慧化发展的新需求,国家图书馆提出建设“全国智慧图书馆体系”,推动图书馆由数字化向智慧化发展。“全国智慧图书馆体系”建设的总体架构可以归纳为1+3+N,其中,“1”是指一个“云上智慧图书馆”,“3”是指搭载其上的全网知识内容集成仓储、全国智慧图书馆管理系统和全域智慧化知识服务运营环境,“N”是指在全国各级图书馆及其基层服务点普遍建立线下智慧服务空间。为确保项目科学发展,“全国智慧图书馆体系”将建设三个支撑保障体系:一是智慧图书馆评价体系,二是智慧图书馆标准规范体系,三是智慧图书馆研究及人才培养体系。图1。参考文献20。

英文摘要:

At present the human society is undergoing the new scientific and industrial revolution led by technologies such as artificial intelligence,big data,cloud computing,Internet of Things （IoT）,blockchain and 5G. The concepts of smart cities,smart societies,smart countries and even smart earth have emerged,and quickly develop to be an international agenda of significance.

Smart societies have the following characteristics:the ubiquity of information network,the popularity and application of intelligent technique,and highlight of data resource values. As the principal provider of public cultural services,libraries should provide more convenient,efficient and intelligent information and knowledge services. The transformation towards smart library is urgent,which is mainly reflected in three aspects. First,the resource processing organization and service methods of the library need to adapt to the new changes. Second,libraries need to keenly sense and actively participate in building a new environment of knowledge services. Third,libraries need to create more valuable physical space by using smart technologies.

As the National Library Information Network Center,the National Library of China （NLC） has promoted the transformation of Chinese librarianship from traditional libraries towards digital libraries by launching the National Digital Library Project,the Digital Library Promoting Project and so on. Confronted with the new demands of smart libraries,the NLC proposed to construct the National Smart Library System in order to further the transformation towards smart libraries from digital libraries by overall planning at the national level.

Smart libraries have the following features:intelligent management of the whole process of library business,the multi dimensional integration of knowledge resources covering the entire network,the universal connectivity of knowledge service ecological chain,and the online and offline virtual and real interaction of learning and reading space.

The overall architecture of the National Smart Library Systemc an be concluded as 1+3+N. “1” refers to cloud smart library; “3” refers to integrated storage of knowledge content across the network,national smart library management system and operating environment of smart knowledge services; and “N” refers to offline smart service space in libraries of all levels and grass root service points.

To guarantee the scientific development of the National Smart Library System,the project will implement three supporting systems,namely construction of the smart library evaluation system,standards and regulation system,and research and personnel training system. 1 fig. 20 refs。
